Distorted Scene - Color Temperature

I took a series of these photos for an online art contest with the theme of color temperature. Overall, I'm digging on the color, but I'm not sure about the overall blurry effect. The scene below is truer to the actual colors. This one I bumped up the color saturation and changed the blue hue to a darker tone to give the scene more of an urban feel to it. In terms of color I prefer this piece, but still not so sure about the distortion. Oh, I also added a slight diffuse glow to add to the dream like feel.
